Episodes of rainfall irregularity and soil moisture deficit have focused attention on the widespread limitation of water supply on winter cereal crop production in Australia. This has motivated a number of efforts at breeding for improved drought tolerance. A recent example involves a cellular adaptation which mitigates water loss through solute accumulation (osmoregulation or osmotic adjustment). An assessment of the performance of osmoregulation yield response in the presence of climate change found that wheat cultivars with this gene are unlikely to be adversely affected by hotter and drier conditions across the wheat belt. Intellectual Property Regimes (IPRs) have been justified on the basis that they promote innovation, but it is not always clear that they do so. Empirical studies of IPRs in an Australian context have been limited. Plant variety protection is one form of IPR. The passing of the Australian Plant Breeder’s Rights Act of 1994 has been followed by significant commercialisation of the wheat breeding industry. The purpose of this paper is to consider whether this commercialisation has benefited wheat productivity through varietal improvement. ABSTRACT Wheat flour can be allocated for manufacturing various products, but each purpose requires specificities defined by the industrial quality. The objective of this study was to evaluate the performance of experimental lines and commercial cultivars of wheat, in South and Southeast of Brazil and to identify genotypes with favorable characteristics of industrial quality. Twenty lines in the stage of cultivation and use and three commercial cultivars were evaluated for grain yield components (hectoliter weight and thousand-grain weight) and features related to the industrial quality of the flour (protein, flour stability, sedimentation with sodium dodecyl sulfate and color). There is a growing interest and a perceived demand for hard white (HW) wheat to satisfy the needs of the growing Asian noodle market which is currently dominated by Australia. The wheat industry is reviewed with attention to U.S. and Australian production and international markets for white wheat. Quality issues and target markets/market development are discussed. Economic issues associated with production of HW wheat in hard red spring (HRS) wheat producing areas, primarily North Dakota, are explored with emphasis on agronomic issues, segregation and handling costs, yield factors, and price premiums.
